How to Write a Capability Statement That Actually Wins Government Contracts

Your capability statement is often the first thing a federal contracting officer sees when evaluating your firm. It is not a resume. It is not a brochure. It is a one-page competitive weapon — and most small businesses get it wrong.
A poorly structured capability statement buries your certifications, leads with generic language, and fails to answer the one question every contracting officer is asking: why should I award this contract to you instead of someone else? A strong capability statement answers that question in under 30 seconds.
The 7 Elements Every Winning Capability Statement Needs
Whether you are pursuing your first federal contract or scaling into multi-million dollar awards, your capability statement must contain these seven elements — in this order of priority:
Company Name, Logo, and Certifications — Lead with SDVOSB, HUBZone, 8(a), WOSB, or other set-aside credentials. Contracting officers filter by certification first. If yours is buried at the bottom, they may move on before finding it.
Core Competencies — Three to five specific service areas you deliver. Be concrete. 'Government contracting consulting' is weak. 'Federal proposal development, post-award compliance, and SAM.gov registration support' is specific and searchable.
Past Performance — Name the agencies you have worked with and the contract values if you can. Even one contract award — like a Department of Veterans Affairs contract — is a credibility signal most competitors cannot match.
NAICS Codes — List your primary NAICS codes explicitly. Contracting officers and prime contractors search by NAICS. If your codes are not visible, you are invisible in the search.
CAGE Code and UEI — Required for federal business. Your CAGE Code and Unique Entity Identifier (UEI) prove you are actively registered in SAM.gov.
Differentiators — Why you, not your competitor? The Most Common Capability Statement Mistakes
After reviewing hundreds of small business capability statements, the same mistakes appear repeatedly:
Certifications are listed at the bottom or in small type. Lead with them.
Generic language that could describe any company. 'Quality-driven solutions provider' means nothing. Specific wins and specific services mean everything.
No past performance. If you have no contract history, list relevant commercial experience, subcontracting work, or key partnerships. Something is better than nothing.
NAICS codes buried or missing entirely. This is the fastest filter contracting officers use.
More than one page. One page. Always. Contracting officers receive dozens of capability statements. Respect their time.
Format and Design Matter More Than You Think
A capability statement that is difficult to scan will be set aside — literally. Use clear section headers, consistent fonts, and white space. Your company colors and logo should be present but not overwhelming. The goal is a document that a busy contracting officer can process in 20 to 30 seconds and find every key detail they need.
Your capability statement should exist in two formats: a PDF for email and in-person distribution, and a plain-text version for copying into the SAM.gov contractor profile and beta.SAM.gov solicitation responses.
Keep It Current
A capability statement is not a one-time document. Update it every time you win a new contract, earn a new certification, or add a key partnership. Outdated past performance is a red flag. A document that shows recent FY2025 or FY2026 contract activity signals an active, competitive firm.
